हम हैं बेमिसाल 1994 मे डिसूजा ने अपने दोस्त किशन और टूटी शाह के बीच शारीरिक परिवर्तन देखा। जिसके परिणामस्वरूप उसका दोस्त मारा जाता है और उसे गिरफ्तार कर जेल की सजा सुनाई जाती है।
डिसूजा अपने दोस्त के बेटे को शिक्षित करने और पालन-पोषण करने के लिए जेल में संघर्ष करता है। वर्षों बाद लड़का बड़ा होकर एक पुलिस अधिकारी, विजय सिन्हा बन जाता है और भ्रष्ट पुलिस विभाग का एक बहादुर पुलिस अधिकारी है,
जो अक्सर टूटी शाह के साथ टकराव में पड़ जाता है और उसे गलत समझा जाता है। डिसूजा चाहता था कि विजय टूटी शाह से बदला ले, लेकिन विजय गलत धारणा के तहत है और केवल अपने पिता के हत्यारे का पूर्ण विनाश सुनिश्चित करेगा - कोई और नहीं बल्कि खुद डिसूजा।
हम हैं बेमिसाल 1994 मे एक आदमी अपने असामाजिक व्यवसाय की रक्षा के लिए किसी की हत्या करता है और पीड़ित के दोस्त को फंसाता है।
तुती शाह ने अपने असामाजिक व्यवसाय की रक्षा के लिए किशन की हत्या कर दी और किशन के दोस्त डिसूजा (प्राण) को उसकी हत्या के लिए फंसाया।
डिसूजा को उम्रकैद डिसूजा का सात साल का बेटा माइकल (सुनील शेट्टी) हताशा में भाग जाता है जब उसका सबसे अच्छा दोस्त और किशन का बेटा विजय सिन्हा (अक्षय कुमार) भी उसे उसके पिता के हत्यारे का बेटा होने के कारण बाहर निकाल देता है।
समय बीत जाता है। डिसूजा जेल से बाहर आता है और चर्च के पिता से मिलता है। पिता ने उसे बताया कि हम हैं बेमिसाल 1994 मे वह अपने बेटे माइकल का पता नहीं लगा सकता है, लेकिन उसने अपनी इच्छा के अनुसार अपने दोस्त किशन के बेटे विजय सिन्हा को जेल से भेजे गए पैसे की मदद से एक पुलिस इंस्पेक्टर बनाया था।
डिसूजा ने तुती शाह को गिरफ्तार करवाकर विजय सिन्हा के पिता की हत्या की सच्चाई को अपने ज्ञान में लाने का फैसला किया। साथ ही तुती शाह को वंचित माइकल और गरीबों के प्रति उसकी सहानुभूति और लगाव के बारे में पता चलता है।
वह माइकल को भावनात्मक रूप से ब्लैकमेल करता है और अपने प्रतिद्वंद्वी बख्शी जंग बहादुर को माइकल से मार डालता है। अपने हमले के दौरान, हम हैं बेमिसाल 1994 मे एक होटल डांसर मारिया, (मधु) माइकल की पिस्तौल की लपटों से अपनी आंखों की रोशनी खो देती है।
इस दुर्घटना के लिए माइकल खुद को जिम्मेदार महसूस करता है और अपनी पहचान बताए बिना मारिया की मदद करना और उसकी देखभाल करना शुरू कर देता है।
दोनों को एक दूसरे से प्यार हो जाता है। अब माइकल की जिंदगी का मकसद मारिया की आंखों की रोशनी वापस पाना है. टूटी शाह ने माइकल को इमोशनली ब्लैकमेल किया।
वह उसे मारिया की आंखों के ऑपरेशन के लिए पैसे की पेशकश करता है और बदले में उसे एक और इंस्पेक्टर, धर्म दास को मारने के लिए कहता है।
हम हैं बेमिसाल 1994 मे लेकिन इस सौदे में तूती शाह ने माइकल को धोखा दे दिया। दूसरी ओर, इंस्पेक्टर विजय सिन्हा दोनों हत्याओं के लिए माइकल का पीछा कर रहा है और माफिया डॉन तूती शाह को भी गिरफ्तार करना चाहता है।
मीना (शिल्पा शिरोडकर) को गुंडों से बचाने के लिए इंस्पेक्टर विजय सिन्हा खुद उससे प्यार करने लगता है। इंस्पेक्टर विजय सिन्हा ने तुती शाह को रंगे हाथों गिरफ्तार किया,हम हैं बेमिसाल 1994 मे लेकिन एक कानूनविद् के रूप में उनके खिलाफ कुछ भी करने में विफल रहे।
वह अपनी सेवा से इस्तीफा दे देता है और तूती शाह को खत्म करने का फैसला करता है।हम हैं बेमिसाल 1994 मे अब डिसूजा, माइकल और विजय सिन्हा एक तरफ हैं तो दूसरी तरफ तुती शाह और उनकी निजी सेना।

In hum hain bemisal D'Souza decides to bring to his knowledge the truth of the murder of Vijay Sinha's father by getting Tuti Shah arrested. Simultaneously Tuti Shah learns of the underprivileged Michael and his sympathy and affection for the poor.
He emotionally blackmails Michael and kills his rival Bakshi Jung Bahadur with Michael. During her assault, in Hum Hain Bemisaal 1994, Maria (Madhu), a hotel dancer, loses her eyesight from the flames of Michael's pistol.
Michael feels responsible for this accident and starts helping and caring for Maria without revealing his identity.
Both fall in love with each other. Now the purpose of Michael's life is to get Maria's eyesight back. Tutti Shah emotionally blackmails Michael.
He offers her money for Maria's eye operation and in return asks her to kill another inspector, Dharam Das.
